Enflasyonist Dönemlerde Gerçekleştirilen Sosyal Harcamalar ve Makroekonomik İstikrar İlişkisi: COVID-19 Dönemi Türkiye Örneği

Abstract
Bu çalışma, enflasyonist baskının hissedildiği COVID-19 döneminde, sosyal harcamalar ve makroekonomik istikrar ilişkisini Türkiye örneğinde ele almıştır. Bu sayede gelecek dönemlerde de benzer süreçlerin tekrarını önlemek adına dikkat edilmesi gereken hususları vurgulamaktadır. Bu kapsamda, öncelikle çalışma bütününe ilişkin kavram ve kuram ilişkileri kurulmuş, devamında ise Türkiye ve diğer ülkelerde yapılan sosyal harcamalara değinilerek COVID-19 dönemindeki durum değerlendirmesi yapılmıştır. Daha sonra Türkiye’deki sosyal harcamaların makroekonomik istikrar üzerinde oluşturduğu değişimler ve sorunlar ortaya konulmuştur. Sonuç olarak makroekonomik istikrarın korunabilmesi ve sosyal harcamalar konusunda tespit edilen sorunların önlenebilmesi adına birtakım öneriler sunulmuştur.

Abstract
This study deals with the relationship between social expenditures and macroeconomic stability in the case of Turkey during the COVID-19 period when inflationary pressure is felt. In this way, it emphasizes the points to be considered to prevent repeating similar processes in future periods. In this context, the concept and theory relations related to the whole of the study were established. Then the situation assessment during COVID-19 was made by referring to the social expenditures made in Turkey and other countries. Then, the changes and problems caused by social expenditures in Turkey on macroeconomic stability are presented. As a result, some suggestions have been presented to maintain macroeconomic stability and prevent the problems identified in social expenditures.
