Abstract
Ülkemizde yerel yönetim birimi olarak belediyeler önemli kamu hizmetleri görmekte olup, bünyelerinde çalıştırdıkları insanların iş sağlığı ve güvenliğini teminden de sorumludurlar. Bu sorumluluğu yerine getirmenin tamamlayıcı bir parçası da iş sağlığı ve güvenliği kültürünün tesis edilebilmesidir. Ülkemiz gelişmekte olan bir ülke olduğundan endüstride, hizmet alanlarında, yapı ve inşaat işleri gibi birçok alanda hızlı bir atılım göstermektedir. Küreselleşen dünyada iş sağlığı ve işçi güvenliğinin de önem kazanmasıyla ülkemizde iş sağlığı ve güvenliği kültürünün önemi de artmıştır. Ancak ülkemizde bu kültürün eksikliği ve yetersizliği hissedilmektedir. Bu çalışmada, İş Sağlığı ve Güvenliği Kültürünün yerel yönetim çalışanları arasındaki düzeyi araştırılmıştır. Çalışma, Kocaeli ili sınırlarındaki merkez ilçe olan İzmit Belediyesinde gerçekleştirilmiştir. Çalışmada, Dr. Zeynep Feride Olcay tarafından geliştirilmiş olan ölçek kullanılmış olup, 42 belediye çalışanı anket uygulamasına katılmıştır. Çalışmanın sonuçları İzmit Belediyesi çalışanlarının İş Sağlığı ve Güvenliği ile ilgili farkındalığının yüksek olduğunu göstermekle birlikte kurumda İş Sağlığı ve Güvenliği kültürünün henüz oluşmadığını göstermektedir.

Abstract
As local government units in our country, municipalities provide important public services and are also responsible for ensuring the occupational health and safety of the people they employ. An integral part of fulfilling this responsibility is establishing a culture of occupational health and safety. Since our country is a developing country, it shows rapid progress in many areas such as industry, service areas, building and construction works. In the globalizing world, the importance of occupational health and safety culture in our country has also increased with the increasing importance of occupational health and worker safety. However, the lack and inadequacy of this culture are felt in our country. In this study, the level of Occupational Health and Safety Culture among local government employees was investigated. The study was carried out in Izmit Municipality, which is the central district within the borders of Kocaeli province. In the study used a survey developed scale by Ph.D. Zeynep Feride Olcay. 42 municipal employees participated in the survey. The results of the study show that the awareness of the employees of Izmit Municipality about Occupational Health and Safety is high, but it shows that the Occupational Health and Safety culture has not yet been formed in the institution.
